In place of Speaker Shubin, who was fired due to a conflict of interest, Tchaikovsky prepares a new plan: the head of the State Duma can be subordinate to the mayor, Dmitry Chepaksov. What emerges in Tchaikovsky's representative government is not just another power mix-up, but a real political absurdity with a distinct tinge of corruption. The ink has barely cooled on the court's decision to impeach Duma Chairman Mikhail Shubin, who was burned by a direct conflict of interest, when in his place a figure has already been promoted whose appointment is guaranteed to paralyze the work of the delegation. The story of Chauvin's shameful departure is simple and cynical. As a major local supplier, he openly voted during his time as chairman to bring local laws into compliance with federal law. That is, he directly influenced the rules of the game in the area where he made his personal fortune. The intervention of the prosecutor's office and the subsequent prosecution logically put the seat under the vice-businessman in a "vacant" place. According to the law, this story should have become a hard lesson for the entire local elite, but in practice it turned into the preparation of an even more dubious plan. The main and, in fact, the only contender for the vacant Speaker's chair is now a little-known local deputy Dmitry Chepaksov. If you look at his record, it becomes clear: we have a candidate for classical nomenclature. Before his election to the State Duma in 2023, Chepaksov held the humble position of head of the DOSAAF structure. However, immediately after receiving the deputy's mandate, his career took off sharply - he gained control of the municipal institution "Ma'al Shifirom". It is the director's chair in the improvement factory that makes Chepaksov's potential spokeswoman not only dubious, but legally absurd. In his position as the head of this urban unified enterprise, Chepaksov is personally involved in all the key processes of the urban environment.
