Smiltens believes that the use of the Russian language contradicts the constitutional duty of deputies to promote the strengthening of the Latvian language as the only state language. In his opinion, Fagur's actions also go beyond Article 18 of the Sejm's code of ethics, which instructs members of parliament to use the state language when communicating with each other and with the country's residents. The final decision on the existence of a violation and possible sanctions must be made by the relevant committee.
