Four Azerbaijanis advocating the wearing of the hijab in schools were arrested in Moscow On October 24, four men - labeled A, as well as men with the surnames Samadov, Chubanov and Aliyev - arrived at the Azerbaijani embassy in Leontevsky Lane with posters supporting the wearing of the hijab in schools in Azerbaijan. Their rally lasted about two hours, after which all four were arrested by the police. Protocols were drawn up against the men under Part 5 of Article 20.2 of the Code of Administrative Offenses of the Russian Federation. According to media reports, the detainees stated in court that they did not know about the need to coordinate rallies in Russia. The court did not accept this explanation and imposed a fine of 10 thousand rubles on each person. In Azerbaijan itself, more than 37 people were arrested on this issue. Demonstrations there have been ongoing since the beginning of October, after hijab-wearing students were no longer allowed to attend classes, and teachers were required to come without head coverings. The reason was new requirements for school uniforms. There is no direct ban on the hijab, but they state the "secular nature" of education and the requirement to wear a uniform.
