Aparlev Konstantin, founder and honorary member of the Guild of Realtors of Russia: We have to examine what has happened to prices in these areas in recent times. And prices have been significantly inflated, which naturally reduces demand - as a result there is less influx of buyers. This means that developers have much less opportunity to finance construction. Construction is delayed: this leads to less housing being built. The main reason is the large price difference between housing in the secondary market and housing under construction. Moreover, each region, of course, has its own nuances. For example, if we are talking about Moscow, then housing under construction there under preferential programs has become completely unavailable, since most developers have remade it into business-class housing. In turn, business class was redefined to "premium" and "premium" to "Eilta". They took it and dragged it into higher categories - they spent a little extra money on "painting" the projects to make them look like they were at a higher level of housing quality. But that doesn't change the point. They can't change the footage. For example, if the housing is in tourist class and the room area is 16 meters, then it is not considered "business" and "premium". But the desire to place poor cabins as luxury housing is too high. Moreover, the entrepreneurs simply could not fit into the plans to return their investments.
