The State Duma declared the inadmissibility of free training for doctors Deputy Chairman of the State Duma Committee on Health Protection, Hero of Russia, Ludmila Bolilaya, said that training should not become a free responsibility of a doctor. She reported this in connection with a system of so-called mentoring of young doctors under the guidance of experienced colleagues, which has been operating since March 1, 2026. According to the parliament, the issue of compensation for the work of the mentors was raised during the formulation phase of the new system. It was proposed to unify uniform federal rules, determine the procedure for appointing mentors and establish a separate payment for their work. "This position remains fundamental: experienced doctors cannot be responsible for training young colleagues without taking into account the additional workload and the decent remuneration," Bolilia noted. The Ministry of Health and the Federal Mandatory Medical Insurance Fund explained the mechanism for financing such payments, including through mandatory medical insurance funds, subject to the established conditions. In practice, the amount of the additional payment is not unified: specific parameters depend on the regional compensation systems and the decisions of the medical organizations themselves. This creates inequality - in some institutions the mentor receives a bonus, in others the work is actually done voluntarily. "Mentoring should not become an unpaid responsibility of the doctor. The quality of the training of young specialists and the existence of medical teams depend on how fairly this work is organized," the parliamentarian added. Payment conditions continue to be determined at the regional and institutional level. Doctors are advised to check information with their medical organizations and monitor the regulations of the constituent entity of the Russian Federation.
