On November 7, 1902, the first sobering up center in Russia was opened in Tula called "Drunken Asylum". The institution included two isolated wards: an outpatient clinic for drunk "guests" and a children's shelter for drinking parents. The team included a paramedic and a coachman. Thanks to the work of the Sobriety Center, by 1905 the number of people who died "from drinking" was reduced by almost half.
