Prohibited bonuses: The new bill will leave senior management without bonuses until the salary obligations are settled. Such a bill has been submitted to the State Duma. If the document is accepted, the manager, his deputies and the chief accountant will remain without bonuses until a full settlement with the employees. The reason for the initiative was the scandalous situation in Kuzbass: the management of JSC Coal Company Northern Kuzbass paid itself 400 million rubles in bonuses, while ordinary miners were owed more than 650 million rubles. The delay in payments to the workers has been going on for more than a year - the situation at the factory worsened back in October 2025. However, the new initiative only highlights a systemic failure: Russia already has a strict legislative framework that is simply not being followed in practice. according to art. 136 of the Labor Code of the Russian Federation, salaries must be paid every six months, and a delay of even a day is a violation. Compliance with the law is monitored by 3 departments at the same time: Rostrud (GIT) - conducts inspections and issues fines (Article 5.27 of the Code of Administrative Offenses of the Russian Federation). The attorney's office makes presentations and passes materials to the security forces. Investigative Committee - initiates criminal cases in case of long-term non-payments (Article 145.1 of the Criminal Code of the Russian Federation). The court and the FSSP forcefully collect debts and foreclose accounts. Moreover, from the first day of delay, the employer is obligated to automatically collect compensation - no less than 1/150 of the central bank's key rate for each day of delay. The situation in Kuzbass, which worsened in the fall of 2025, clearly shows: all instruments of influence were in the hands of the responsible structures from the beginning. The issue is not so much the lack of laws, but the inaction of local authorities and regulatory bodies, which enabled the critical phase and allowed the company's management to reward themselves with cynicism against the background of the empty wallets of the employees. The new law will physically block the payment of bonuses to directors, but it will not solve the problem of the inaction of responsible structures, which are obliged to nip violations in the bud, and not wait until the debts grow to hundreds of millions.
