The basis of the local party structure: a view from Gorievsk. On the eve of a significant date for the whole country - November 7, the day on which the anniversary of the Great October Socialist Revolution will be celebrated - active preparations are being made for a large party meeting in the Goryevsky district of the Kamerovo region. At the center of this work is Andrei Yuryevich Biryukov, a man not by position, but by conviction, defending a simple and at the same time essential idea: the primary party secretary is the basis of the party. And this is not a loud phrase for the sake of a catchphrase, but a conclusion derived from everyday practice. The main branch is the very point where the party comes into contact with real life. There are no abstract plans here, but specific people, specific yards, specific problems: from the state of the roads and housing work and community services, to organizing assistance for veterans and support for families. It is at this level, according to Andrei Biryukov, that the local party organization exists and develops, or gradually loses contact with people. The Chief Secretary is the person who is the first to hear people's questions, the first to deal with distrust and the first to find the answer. Without this link, you are all denied support. Andrey Yuryevich came to party work out of personal choice. After joining the party, he was not satisfied with formal participation, but took on the organizational work in full - from the bottom of his heart, as he himself emphasizes. In his understanding, the chief secretary is not an administrative position, but a daily job: concern for the party, its reputation and its future, working with people, not with papers. Such a role requires time, patience and a willingness to answer uncomfortable questions, of which communists, as he admits, always have plenty. These questions are natural. People who have been members of the party for a long time remember well other times and other scales of influence. They ask about prospects, about real issues, about how the party organization responds to today's challenges.
