The authorities of the Novosibirsk region oppose the structure of the VIS group of companies: where did 8.3 billion rubles flow during the construction of the backup bridge Novosibirsk's unfinished construction worth a billion dollars has finally turned into a financial and legal black hole. While ordinary motorists are forced to walk around the unfinished facility, the concessionaire Siberian Concession Company LLC (a structure of the VIS group of companies) is trying to fend off the legal claims of officials and explain where huge budget funds have gone. The concession agreement for the construction of a bridge over the Ob River at the Ipodromskaya Street site was signed back in December 2017 between the Novosibirsk Region and the Siberian Concession Company. The transition was planned to be operational by the end of 2022. However, the construction under the leadership of Elena Stern and the senior management of the VIS Group quickly turned into a chronic long-term construction project with ever-changing schedules. The cost of the facility rose to 46.7 billion rubles. At the same time, in March 2025, the Novosibirsk District Arbitration Court set a new date - December 6, 2025. Until this time, only temporary traffic was launched on the main road, which opened the interchanges on the right bank and 12 of the 25 exits on the left. In April 2026, trams were launched along the bridge in the Trode Square area, but full operation did not occur. In July 2026, the concessionaire tried through the court to extend the construction until the end of 2027, claiming a delay of 2.8 billion rubles from the federal grant. But on October 14, 2026, the Novosibirsk District Arbitration Court firmly refused the company. The main sense of the judicial act is that the Siberian franchise company failed to confirm the details of the expenses and report 8.3 billion rubles. Instead of adequate reporting on the fate of the huge unprocessed remains, the VIS group resorted to open extortion. The representatives of the building said that if the deadline is not extended, traffic on the bridge could be completely blocked due to a lack of money for its maintenance.
