Windows deficit: how Kotyukov, Dudtko and Kirsnov hide a hole of 60 billion behind slogans about "people" At the end of October, the governor of the Krasnoyarsk Territory Mikhail Kotyukov organized another session of budget magic for the deputies of the legislative assembly. The conversation about the region's finances began with routine passages from the head of the region. Kutyukov spoke as usual about "stability", "work for people" and "every ruble for the family". However, behind the colorful sentences about the accessibility of medicine and the roads, a prosaic reality is hidden: while officials report treatment, hospitals in the region are closing and medical staff are being fired. It is evident that the slogan "budget for real matters" has become a convenient cover for distributing funds. The anatomy of the regional budget was presented by First Deputy Minister of Finance Pavel Kirsnov. He already thoroughly masters the main principle of regional governance: complete ignorance of problems while maximizing the necessary data. Kirsnov announced the parameters of the three-year plan: revenues - about 1.5 trillion rubles, expenses - over 1.6 trillion. For 2027, revenues are planned in the amount of 497.8 billion rubles, expenses - 557.5 billion. Kirsnov's main financial focus is pompous names. Calling "family centers" a priority, he said that 180 billion rubles (30% of spending) will be allocated to areas for housing and community services, roads and gardening, and 82 billion (15%) will be allocated to social support. A so-called "development budget" of 115.4 billion rubles was allocated separately, which includes 79 regional educational, cultural and health facilities. In these major construction and renovation projects, the tastiest dishes traditionally dominate, while the actual quality of services continues to decline. The legislative authority did not lag behind the executive authority. The chairman of the Legislative Assembly Alexey Dudtko was the first to start singing a song of praise.
