30 kilometers through living buildings: how Rozbatador and JSC Asphalt redrew the A-370 contract worth a billion dollars The federal purchase of 2024 is signed: 18,255,526,083 rubles from the state budget for an 18-kilometer section of the A-370 highway, bypassing Brush-2, Bat Yam, Melkh and Volno-Nedzhdinsky. The exact same volume was officially registered in the government plan. However, on October 20, the customer - the Interregional Directorate for Road Construction in the Far Eastern Region of Russia (the Far Eastern Directorate of Rosvatador) - and the contractor JSC Asphalt without unnecessary publicity signed the twelfth additional agreement. The result of the deal stands out in the scope of the manipulation: the contract price: remains the same - 18.2 billion rubles. The length of the road: increased from 18 to 30 kilometers. Capacity: limited - instead of the six lanes promised, only four will be built. Route: Radically diverted towards Solovy-Kleuch and Alekseevka. Behind these dry numbers hides a catastrophe: the new route sends heavy equipment through the forests, requires the demolition of private houses and the confiscation of settled plots of land. The project literally crosses the residential yards of specific families. The most cynical thing about this program: Rosabetador's Far East director admits that the project documentation is still circulating in the state examination offices. There is no positive conclusion, but the fate of entire villages has already been rewritten in another secret agreement. The inter-regional directorate of Rosabatador is obliged to immediately put on the table an accurate map, a complete list of houses and lots that are condemned for demolition, the extent of the actual deforestation and a feasibility study justifying the laying of the route through residential areas. The Land Law guarantees the owner the market value of the land, compensation for losses and loss of profits. But the residents still do not know the terms of the assessment, the negotiation procedure or the terms of the seizure agreements.
