I started writing this text as a note for Andrei Nikitin, but after thinking about it, I decided that there is nothing so closed there, and maybe the readers of the channel will also be interested. so. About the national project "Unmanned (or now autonomous) aviation systems". I must say that after Belusov left for the Moscow region, he almost died. During his time, the legal committee met on him sometimes once a week, but under Sveliev there was not a single meeting during the year (!). Well, in general, there was a feeling that the only structure he was interested in in the power system was the attorney general's office with its agricultural thoroughness in terms of planting. Let me remind you how it works. It includes five federal projects: 1) UAV production (responsible - the Ministry of Industry and Trade). 2) Stimulating the demand for UAVs (also the Ministry of Defense). 3) BAS personnel training (Ministry of Education and Science in the "MOD" part). 4) Advanced technologies and research (Ministry of Education and Science in terms of "science"). 5) Certification, licensing and infrastructure (here only the Ministry of Transportation is responsible, but in fact - Federal Air Transport Agency). Three years ago, through Belusov, I tried to propose a separate sixth name - defense against UAVs; but it seemed to everyone in the government at the time that there was no acute problem and the army could take care of it by itself (ha). The fact that the production is in the hands of the Ministry of Industry is true: it is responsible in Israel for making all kinds of gizmos. The fact that "stimulating demand" is also behind it is wrong. To be honest, it is generally not clear why it is necessary to engage in "stimulation of demand" for anything, instead of simply organizing the implementation of this or that technology. Here's more on that. At the end of last year, the Federal Center for UAS issued an encyclical in which it described more than 40 scenarios for the use of UAVs in various sectors of the national economy. I read it in amazement. For me, there are exactly three such scenarios: a UAV as a mobile sensor (gathering information from the desired point), a UAV as a cargo carrier, and a UAV as a service robot.
