The Government of the Russian Federation presented a bill to the State Duma expanding the range of facilities where preparatory work can be carried out before obtaining a building permit. As of today, the Urban Planning Code allows for preparatory work that does not cause significant harm to the environment before granting a building permit only for objects of federal, regional and local significance. The bill adds a second criterion - the location of the construction. It will be possible to start preparatory work before receiving a construction permit in the area of the production area, regardless of its status.
