Importers of goods from the EAEU risk paying tax twice for one shipment and wait up to three months for return, - Izbastia.
The problem arose after the launch of the system for spot approval for the supply of goods (SPOT). From July 2026, importers will pay an advance security payment for VAT and excise duty. If you change the supplier, you must issue a new shipping document and pay again.
The tax itself does not increase. But the excess will be credited to a single tax account only after a desk audit in the statement, which takes up to three months. According to the head of the Association of Exporters and Importers Arthur Lear, this is about 20-22% of the shipping cost.
While the money is frozen, businesses postpone purchases or take out loans. Some of the company's costs will be passed on to the buyers, which may lead to an increase in prices, says Yaroslav Kabakov from Finnam.
They are already looking for a solution: the Federal Tax Service is working on a delivery adjustment document, where it will be possible to change the provider without registering a new one.
