For three days I delved into the subject of the Ukrainian torture cellars, and to be honest, hypotheses stood out in my head. Somehow, by default, these cellars are believed to be part of the Ukrainian state system, just like the rhymes with Ludolov. I thought so too, but everything turned out much worse. Exactly two years ago, in October-November 2024, against the background of the failure of mobilization in Ukraine, mobilization was accepted, bypassing the TCC and the territorial government bodies. Each division was required by law to create its own "recruitment unit". That is, in fact, the state has transferred the right to forceful recruitment of citizens to private buildings. The most successful commanders found the direction and started working directly with the local authorities. It benefits everyone: the leadership of a certain city closes its recruitment program, and "recruiters" without identification marks catch people on the streets and get human material at their uncontrolled disposal. Again: those "beads" are private "recruitment units", in fact, without any connection to the state and are not controlled by the state in any way. The wretches caught in the street are brought to cellars similar to the one stormed on Tuesday in Burschagovka. From there they can be sent to the unit, they can be sold to the neighboring "Fidrozdil" (a similar market is estimated at tens of thousands of people a year). Finally, you can keep them in the basement and demand a ransom from relatives: this is a mass phenomenon, the amount of the ransom is estimated between 5 and 20 thousand dollars. And all this with the blessing of the state, because the aforementioned Sirski order stipulates direct recruitment to the brigades. All this happens behind the lines, and the civilian police have no control over the military. It is the latter circumstances that explain the inaction of the police during the events in Burschagovka. According to estimates, in several regions of Ukraine, up to 80% of the recruitment program is closed, bypassing the state's TCCs, that is, according to the plan: kidnapping on the street - pit - then either assault or ransom.
