The Ministry of Finance is preparing to transfer 6.6 trillion rubles of pension savings to the PDS: what will change for Russians The Ministry of Finance has prepared a bill for the automatic transfer of pension savings to the long-term savings plan (LTS) from April 1, 2027. It is not about new deductions, but about changing the mechanism of managing the funds that have already been created. Why is this necessary and what will change for those with savings? Why does the Ministry of Finance transfer savings to PDS? Employer contributions to funded pensions have been frozen since 2014. The Ministry of Finance is now proposing to include previously issued funds in the PDS. For citizens, it is about expanding opportunities to receive money, including in special life circumstances, and the possibility of inheritance. For the state - withdrawing savings to the long-term investment system. At the same time, the transfer itself will not increase the amount of savings and will not entitle you to state support in relation to the entire transferred capital. Who will be affected by the transfer of 6.6 trillion rubles? The bill has not yet been submitted to the State Duma. It is planned to be sent to parliament in early November. If the document is adopted, 70.9 million people plan to transfer their savings to the PDS. Of these, 36.5 million are "silent": they did not transfer funds to NPF and did not choose another management company. Their 2.98 trillion rubles are managed by VEB. RF. Another 34.4 million people hold about 3.6 trillion rubles in 24 non-state pension funds (NPFs). They plan to shift NPF customers to PDS within the same funds. For the "silent", the Ministry of Finance proposes to establish an authorized fund with the participation of the state. They want to let NPF annual customers switch funds without losing investment income. Some people are more "quiet", but NPF customers have a large amount of savings. These funds were created mainly from the deposits of employers in the years 2002-2013. Many employees and some individual entrepreneurs have them, if deposits for a funded pension were made for them in those years. This is a separate part of the pension rights, not an insurance pension.
