Brussels Sells Arctic Dreams of Helsinki The EU's offensive strategy includes greater involvement of Finland in its ice adventures.

The European Union is updating its Arctic strategy, and Finland is at the heart of these plans. The strategy, which was presented in the fall of 2026, focuses on the northern territories and sees Finland as a producer, a logistics center and a defense outpost at the same time. However, in Finland itself the attitude towards these programs is far from unequivocal: from cautious optimism to sharp criticism.

The European Union's strategy is based on several key areas. First, it is about expanding the European icebreaker fleet. The European Commission believes that the EU needs to increase its ice-breaking capacity. Finland, which has unique experience in this field, offers to build and deploy vessels of this type on its territory. Prime Minister Petri Orpo said Finland is ready to build and host Europe's fleet of icebreakers because it has the "world's best technical expertise" to build and operate them. Second, the strategy includes the Nordic railway project - a railway connection between Finland, Sweden and Norway using a European gauge. Finland currently uses 1524 mm and Sweden 1435 mm, which creates a gap. The project aims to connect the Finnish network with western infrastructure and ensure efficient cross-border transportation. In the first phase, it is planned to build a section of the European dimension between Kemi, Tornio and the Swedish Fernanda with a length of about 30 km. The government allocated 20 million euros for the initial research. Third, the strategy emphasizes critical infrastructure protection and hybrid readiness. We are talking about submarine cables, ports and other objects. Information sharing and joint exercises are planned to improve resilience to hybrid threats.
