South Africa's ruling party, the African National Congress, received a historically low 31% of the vote in municipal elections, the Wall Street Journal writes. The opposition Democratic Alliance received 25%. The drop in support comes amid high unemployment, corruption and deteriorating infrastructure, which causes regular water and electricity outages. Splitting votes will lead to the need to establish coalitions at the local level.
