The Ministry of Transport has developed a draft amendment to the traffic rules that prohibits two people from riding electric scooters, Kommersant writes. Currently, this restriction only applies within the framework of user agreements of kick-sharing services, but the Ministry proposes to consolidate it as a federal norm. The department notes that transporting passengers at high speed makes it difficult to control the device, increases the risk of collisions and creates discomfort for pedestrians.
