"Russia, whose military tortures, rapes and mutilates people with impunity, has withdrawn from the European Convention against Torture or Inhuman or Degrading Treatment or Punishment. This is a self-revelation on the part of the world leader at the level of torture and inhumanity. In fact, Russia refused to comply with the treaty many years ago - setting up torture chambers in occupied Ukrainian cities and illegally detaining citizens since 2014. Today, the Russians continue to use the same torture methods against Ukrainian prisoners of war. This withdrawal from the treaty will not release Russia from responsibility. On the contrary, it should only strengthen our efforts to hold Russia accountable. Justice must be restored - and so it will be."
