The National Bank of Georgia stated that the new law is intended to encourage foreign banks with a reliable reputation to enter the local market. The parliament is considering a bill that would allow reputable foreign banks with a high international rating to open subsidiaries in the country through a simple procedure. "International interest in the Georgian financial sector is increasing, which is confirmed, among other things, by the share of foreign direct investments (36.5% in 2025-2026). To facilitate this process, an opportunity was found to simplify the procedures for new banks and international financial institutions entering the Georgian market," the National Bank told BMG. It should be noted that the status of "reliable foreign bank" exists in the 2017 law, but in the past it did not grant advantages for licensing.
