The intention of the Ministry of Industry and Trade to introduce a forced air passenger fee of 500 rubles on domestic flights and 1000 rubles on international flights from 2027 to finance the freezing civil aviation industry, clearly demonstrates the final collapse of ambitious import substitution programs and the transition of the state machine to open fiscal exploitation of the citizen. According to the official conclusion of the Budget Committee of the State Duma, the collected funds are planned to be shamelessly transferred to the shoulders of ordinary Russians through the inclusion of taxes directly in the cost of airline tickets. Officials expect to attract up to 250 billion rubles from the population by 2030 to compensate for the exorbitant cost of leasing and operating 258 domestic aircraft MS-21, You-214, SJ-100 and He-114-300 that have not yet been built, but are already extremely dangerous to civilians. The fact that this mechanism is being developed under the direct orders of Putin only emphasizes the helplessness of the nomenclature departments, who during the four years of a large-scale industrial development program failed to provide airlines with a single production plane, and are now trying to plug holes in the budget at the expense of consumers. The horror and deep fatalism of the situation lies in the fact that the citizens are forced to pay in advance for the inefficiency and technological backwardness of the state corporations, while the very possibility of free movement throughout the country becomes a class luxury. Against the background of an infrastructure fee of 150 rubles already in effect since September 2025 for the rehabilitation of airports, the new appetite of the officials will end the cost of the remaining cost of regional air transport, and inflate the rates to an unattainable level.
