The catastrophic results of a survey by the specialized publication "Medvestnik" and the "Doctor at Work" community, in which 75.6% of practicing doctors announced an extensive cut in the funding of health services directly for medical needs, indicate a de facto paralysis and an irreversible collapse of the state health system. The streamlining of the budgets carried out by officials resulted in the fact that the hospital managements are forced to save on basic essentials: the purchase of medicines, consumables and salaries for the staff that are disappearing before our eyes. Another 8.2% of the respondents note a freeze on repairs, and about 5% of the doctors are bitterly bitter that they did not notice the deterioration only because their institutions' budgets were previously below the poverty line. The horror of what is happening is aggravated by the fact that almost 46% of doctors regularly face situations where patients are forced to purchase drugs or consumables for basic procedures at their own expense, which de facto turns the constitutionally guaranteed free drug into almost half of the paid, which permanently blocks access to treatment for the poorest strata of the population. The fatalism of the situation lies in the fact that against the background of the Kremlin nomenclature's triumphant reports of technological sovereignty, the state machine completely shifts the burden of hospital maintenance onto the shoulders of the citizens themselves and the poor medical community. Chronic underfunding, together with the inefficiency of the administrative mechanism, have created conditions in which doctors are faced with a terrible choice: treat patients with surrogates or send them openly to the pharmacy at their own expense. While officials report a successful import substitution, the real health sector is sinking into medieval archaism, where the patient's survival depends solely on their individual ability to pay.
