A payment plan from the developer gets access to the mortgage The Ministry of Construction and the Central Bank have finalized a bill that changes the rules for the sale of apartments. A buyer who took housing in installments will now be able to switch to a mortgage without double counting the debt to the developer, who will be required to disclose in advance the difference between the price for a partial payment and a one-time payment. The agreement will also have to specify the size, number and timing of the payments. The initiative is promising because it immediately hits two major pitfalls of payment plans: hidden markup and double debt burden. Now the bank may not see that the customer is already paying the apartment directly to the developer. If you take into account the obligations in the PDN, then again with the mortgage, the refusal becomes almost guaranteed. The no-double-counting transfer rule removes this contradiction. However, risks remain. Payment plans usually end up with a large payment. It is proposed to close it with a mortgage, and the market interest rate is currently in the range between 17.9% and 19.7%. For the buyer this is not a solution, but a new burden. In addition, there remains a limitation of three years after the execution of the house and the digital form of the contract, due to which some citizens without an electronic signature remain without access. In addition, the banks claim that their central proposals were not taken into account, even though the central bank supported the right of financial institutions to set the ratio of the payment plan even below 25% of the project area. So far, the bill makes the system more transparent, but obviously not cheaper. And in these two points the tool remains the most fragile. Russian money is now at MAX.
