Japan will fully implement new regulations regarding outgoing tax refunds starting Sunday (November 1). It will abolish the old model of "immediate tax exemption in the store" and instead require travelers to pay the price including tax first when buying, and then receive a tax refund after completing the verification procedures when leaving the country. Under the new system, tourists visiting Japan seeking a tax refund must scan their passports through the airport's self-service terminals and complete verification procedures before departure. It is understood that in order to cope with tens of thousands of tax return passengers every day, Tokyo Haneda Airport has added 22 authentication devices in the public areas before the security check in the second and third terminals.
