The municipalities lost control over their housing stock many years ago, during the "freedom" period. Now there is less freedom and more responsibility. After the abolition of the Federal Institution for Municipal Control, the burden on the regional energy ministry and the number of complaints from residents more than doubled. In order not to swell the office's staff, the authorities decided to return some of the functions to places where the experts know the local details better. About 30 specialist employees will work in the municipalities. They will have the right to conduct inspections based on citizens' requests and issue binding orders. The regional budget will finance their activities (about 60 million rubles per year). In general, now there is no excuse. I'm sure the heads are happy =)).
