A childhood friend of the president collects the confiscated property: the airport, the oil terminal and the fuel from all the main ports in the country came into the hands of the Rotenbergs. The attorney's office likes to report the trillions it has returned to the state. But if you trace where these assets end up a few months after the court's decision, the word "state" starts to sound very arbitrary. A significant portion of the confiscated items, with surprising precision, belong to the same family: Arkady Rotenberg, a childhood friend and former judo partner of the president, and his son Igor. It all started with Domodedovo. The airport was taken from Dmitry Kamenschick, and eventually Rotenberg became its owner. By the end of 2025, the assets he received after seizures were estimated at 168 billion rubles. So the program began to operate through the Ruskim company. It was created in 2021 under the humble name "Russian Hydrogen", and for several years no one officially knew whose it was. Only in May of this year did it appear on the Kremlin website that Igor Rotenberg is the head of the board. By then, Ruschim had already received a share in the soda company in Bashkir, which was seized by the state back in 2023. This summer the production line sped up. In April, the court, following a lawsuit by the Prosecutor General's Office, took the controlling part of the St. Petersburg oil terminal from the heirs of the founder, businessman Dmitry Skigin, because they have foreign citizenship. This is the same terminal that the current president helped in the 1990s. By July 10, 55% of the terminal belonged to Rusch. For the remaining 45%, which was registered to the wife of the second founder, Elena Vasilieva, the attorney's office also went to court, but lost in September and is now appealing. That July, the Moscow Arbitration Court turned over state revenue Transbunker, the largest supplier of fuel to the country's main ports, from Novorossiysk to Kholmsk, with its own ships, oil depots and factories. The owners, Joseph Sandler and Sergey Pugachev, were called by the prosecutor's office residents of unfriendly Cyprus.
