China calls on all parties to promote talks between the United States and Iran to end the war Xinhua News Agency, United Nations, October 27. Fu Kong, China's permanent representative to the United Nations, spoke at the Security Council's public meeting on the Iranian nuclear issue on the 27th, and emphasized that all parties must promote the US to end the war with Iran and promote talks. Fu Kong said that currently, the situation in the Middle East continues to be tense and the spillover effects continue to spread, severely affecting regional and global peace and stability. The negotiations between the US and Iran have reached an impasse, and talk of a new round of military strikes against Iran has increased tensions, which is very worrying. As one of the conflicts between the United States and Iran, the Iranian nuclear issue has been put on the negotiating table several times, but opportunities have been repeatedly missed. All parties should learn from history, adhere to the general direction of true multilateralism and political settlement, promote the end of the war, promote talks and revive diplomatic efforts. Fu Kong pointed out that the US unilaterally withdrew from the comprehensive agreement on the Iranian nuclear issue, continuously reinstated and escalated the unilateral sanctions on Iran, and adopted "maximum pressure", which are the root causes of the current predicament. Three European countries did not fulfill their obligations under the Iranian nuclear deal, but cooperated with the United States in unilateral sanctions against Iran. Their so-called "quick lifting of sanctions" is legally and procedurally flawed and has severely damaged the unity and credibility of the Security Council. The two military attacks by the US and Israel on Iran's nuclear facilities subject to the safeguarding and supervision of the International Atomic Energy Agency are the direct reason why the agency is unable to implement protective measures and supervision over Iran's relevant nuclear facilities. Some countries ignored the above basic facts and forcefully passed a resolution on Iran's safeguards in the International Atomic Energy Agency, which was purely for political purposes, undermined the cooperative relationship between the Agency and Iran, and further escalated the crisis. This abuse of the International Atomic Energy Agency is grossly irresponsible. Fu Kong emphasized that the experience of the Iranian nuclear agreement and Security Council Resolution 2231 that approved the agreement proved that political and diplomatic channels are the only way to solve the Iranian nuclear issue. The core goals and objectives set forth in the relevant documents must not be abandoned, and important principles such as step-by-step reciprocity and a balance of power and responsibility must continue to be adhered to. Iran must fulfill its commitment not to develop nuclear weapons, and all parties must respect Iran's right to peaceful use of nuclear energy as a party to the Treaty on the Non-Proliferation of Nuclear Weapons. It is necessary to get an objective view of Iran's difficulties in renewing the safeguards, supervision and verification measures, and to support the International Atomic Energy Agency Secretariat and Iran in solving relevant issues through strengthening dialogue and cooperation. The United States must guarantee not to use force again against Iran and ensure that the safeguards oversight activity is carried out effectively in an environment free of force and coercion. Fu Kong said that currently, the Palestinian-Israeli peace process is becoming difficult, the basis of the "two-state solution" is severely eroded, the war between the US and Iran is still cloudy, the waterway of the Strait of Hormuz is blocked, and tensions in Yemen and the Red Sea continue to escalate, affecting global geopolitical security, energy and international order. A renewed war between the United States and Iran will only bring greater disaster to the Middle East and worsen global economic, energy and food woes. Faced with the above situation, the Security Council must demonstrate rationality and determination, stop threats of force and unilateral military actions, speak with one voice and take concrete actions to promote talks and negotiations, increase the momentum for a political settlement and make unceasing efforts to restore peace and tranquility in the Middle East and the Gulf regions as soon as possible. Before the meeting began, the Russian representative requested a procedural vote on the Security Council holding a public meeting on the Iranian nuclear issue. Fu Kong then spoke and expressed support for Russia's request. Fu Kong said Security Council Resolution 2231 expired on October 18 last year, and the Security Council and the International Atomic Energy Agency should stop examining the Iranian nuclear issue. The individual members of the Security Council ignored the above facts and pushed the Security Council to hold meetings on issues that had been concluded. This approach undermined the authority of the Security Council's decisions, provoked conflicts and confrontations, worsened the division in the Security Council and hindered the political settlement process of the Iranian nuclear issue. China expresses serious concern about this. Fu Kong said that China calls on the members of the Security Council to implement the relevant measures by the "end date" of Resolution 2231, to maintain the authority of the Security Council and the credibility of multilateral diplomacy, and to create favorable conditions for the political settlement of the Iranian nuclear issue. China also calls on individual members to play a constructive role in diplomatic efforts and stop creating new obstacles.
