A little about the activity of Anton Siluanov in the regional aspect. He will have to solve one of the most thankless tasks - to reduce the gap between donor areas and subsidized bodies. Now he is tasked with "raising the level" of the state, where about a dozen subjects collect the lion's share of taxes, and most of them live on transfers from the center. The scale of the instruments can be seen in the budget data: about 1.6 trillion rubles for joint financing of regional programs. and about 1.4 trillion rubles in subsidies. Another 150 billion rubles are allocated for infrastructure loans. Equality comes through redistribution, not growth. Money is collected centrally and returned to the regions for specific programs, with conditions and reporting. Pooled funding ties governors to federal priorities, subsidies fill current gaps, and infrastructure loans enable construction but don't give businesses a reason to register and pay local taxes. The income tax of large companies still goes to the place where their headquarters are registered, that is, mainly to Moscow and St. Petersburg. The key role of A. Siluanov in this aspect is indicative. The priority is cost control, debt sustainability of entities and the efficiency of transfers, and not large-scale development incentives. In the conditions of expensive money and a military budget, this is rational, but it is unlikely that A. Siluanov will be able to narrow the gap or, moreover, equalize everything. It is realistic to solve another problem - to prevent a sharp increase in the inequality between the subjects. We believe that Siluanov can solve this problem.
