"The first steps are a ceasefire. A ceasefire can be achieved - sorry - even without a meeting, if Russia was ready. We didn't see it. They want dialogue in one form or another. They offer a triple format.
If these are escalation steps, then yes, maybe we can meet in a three-way format. But I want to tell you, so that you know, that we not only always advocate the presence of Europe and Europe, but also when there is a tripartite format, Europe is present in one way or another.
Or it is the National Security Advisors (NSA), who also have the opportunity to meet and receive briefings from us or are present later at the negotiating table. We already had such multilateral formats that Europe joined later."
