An internal investigation report says the exposures began in June 2025 and continued through messages on Signal and an in-person meeting in Arlington, Virginia. A US official said Sylvia admitted misconduct on video after failing four polygraph tests.
The allegations have not yet been tested in court and have been referred to the US Department of Justice for further legal action.
