The move comes after senators from both parties called for relief, as soaring heating oil and diesel costs, with diesel hitting highs of more than $6.50 a liter amid disruptions in the Iran war, loom as a major issue ahead of the Nov. 3 midterms, though analysts say the loans likely won't be enough to move prices.
