Bringing in and carrying prohibited explosives without government permission is a criminal offense. Hezbollah has been involved in assassinations since 2008. The state must act now, or doing so later will become extremely difficult.

Why has the government not yet issued an arrest warrant for Naim Kasem and all the leaders of Hezbollah's army?

The Lebanese army, with 80,000 men, is not incompetent. The explosives have confused the military and political leaderships, who are buying time while Hezbollah rearms.
