The license, dated October 9, permits transactions that would otherwise be prohibited under the US sanctions on Russia, including the import of diesel fuel of Russian origin to the US.

However, the authorization does not permit debiting of accounts held at US financial institutions by the Central Bank of Russia, the National Wealth Fund, or the Treasury Department.
