The goal was to cause their permanent deportation to Jordan, Lebanon and Gaza.

He called the program "Eyat", the Hebrew acronym for "the people will carry out a transfer". The indictment states that he planned to recruit 72 Jewish terrorists into 12 cells for simultaneous attacks, with the support of subversive elements within the IDF, including airstrikes on Arab population centers.

He spent three years preparing, conducted a tour and unsuccessfully tried to recruit the politician Moshe Feiglin. He later sent Feiglin a blackmail letter.
