The changes will reduce incentive payments by $12,000 a year for some of the Cyber Command's basic-skilled analysts, developers and operators. A smaller group of highly trained and qualified workers will receive salary increases under the program.

The internal backlash was strong with senior leaders formulating talking points to address the concerns.
