An official in the Iraqi Prime Minister's Office noted that hardline Iranian officials have developed their tactics in Iran, and are now focusing on smaller cells outside larger militia structures, making it easier to evade detection.

An example of this is officials from Asa'ib Ahl al-Haq who handed over only half of their weapons, claiming that defectors took the other half to form new groups.
