Moscow described the NATO activity as a "dangerous and reckless move" that carries a high risk of direct armed conflict, and warned that Russian attacks against decision-making centers in NATO member states could occur from the beginning of the conflict.

NATO confirmed receipt of the document and rejected what it called irresponsible nuclear rhetoric, saying the alliance was defensive and that its exercises did not pose a threat to Russia.
