️🇪🇺🇷🇺 EU defense ministers are considering an "emergency security protocol" as a common response to the growing wave of Russian hybrid attacks.

The proposal, put forward by European Commission President Ursula von der Leyen, is modeled after NATO's Article 4 and would apply to drone intrusions, sabotage and cyber attacks after responsibility is established.

EU foreign policy chief Kaia Callas said the protocol would cover "everything below the threshold of armed aggression". It is not yet clear whether the majority of member states support this.
