State sovereignty cannot be untouchable in one place and negotiable in another. Nor can the rules of international law apply to some but not to others.

Restoring trust requires respecting international law. Requires investment in preventing conflicts before they erupt and in development before poverty and deprivation become a source of extreme violence and terrorism.

Development is also a matter of peace. There can be no sustainable peace in a world of widening economic disparities.

When some countries spend more on servicing their debt than on the health of their citizens and the education of their children. It does not absolve developing countries of the responsibility to reform.
