The European Union recently agreed to remove Alisher Osmanov and Mikhail Friedman from its sanctions list while extending restrictions on about 3,000 other people and entities for three years. Two of the billionaires who participated in the survey said they intend to study Friedman's model.

It is also worth noting that Azerbaijan's President Aliyev pardoned French citizen Martin Ryan a day after the European Union passed Osmanov's exemption. People familiar with the decision say Paris pushed for the exemption as part of a hostage deal.
