"This is good news for Ukraine and bad news for Russia," said EU foreign policy chief Kaja Kalas.

900 million euros will go to the EU military aid mission to Ukraine, 1 billion euros will fund new joint procurement of equipment, and 4.7 billion euros will compensate member states, some of which have already said they will channel their share to Ukraine.

Callas said Moscow's hybrid attacks are trying to scare Europe into reducing support for Ukraine. "Europe is doing the opposite."
