The plan estimates the physical damage across Gaza at $35.2 billion, and says full rehabilitation and reconstruction may require about $71.4 billion over the next decade. The largest allocation is roughly $1.2 billion for infrastructure, including $400 million for humanitarian shelters and $275 million for debris and unexploded ordnance disposal.

The envoy of the Gaza Peace Council, Nikolai Maladnov, said that the projects are ready to begin as soon as funding and access allow, while emphasizing that the humanitarian approach must improve, the international stabilization force and the vetted Palestinian police must be deployed, and weapons must be dismantled. The plan also includes a Palestinian-led National Committee for the Administration of Gaza (NCAG), which Maldenov described as a transitional body rather than a permanent government.
