The program is operated through a new Office of Immigration within the State Department's Department of Population, Refugees and Immigration.

At least $81 million is earmarked for direct payments to foreign governments, while another $179 million has been pledged to the International Organization for Migration and $124 million to the UN refugee agency as part of arrangements related to accepting deportees.

More than 25,000 people have already been deported to at least 28 third countries. Immigrants sent under the program are allegedly beaten, fed and given inadequate medical treatment, while immigration lawyers argue that the arrangements can facilitate "removal" by sending people to countries where they may face removal to places where they fear persecution.
