Salam clarified that the tripartite framework is a political negotiation mechanism, not a legally binding treaty. He emphasized that it is not renouncing Lebanon's international obligations or the Arab peace initiative and that the negotiations are ongoing.

He called for national unity, stronger support for the Lebanese army and exclusive state authority over the entire territory of Lebanon, while pledging to ensure an effective international presence in southern Lebanon after the end of UNIFIL's mandate. "One nation, one country, one army."
