Salam also said that Lebanon must not be a bargaining chip in negotiations from which it is absent, and emphasized that war and peace decisions must be in the hands of the state alone. According to him, the success or failure of the negotiations must be judged according to its final results, while he claims that the framework agreement does not impose new obligations on Lebanon. Salam said that direct negotiations with Israel are difficult, but claimed that Lebanon's sovereignty requires Israel's withdrawal from all Lebanese territory and the state's authority to expand through its own forces, with the weapons ultimately held by the state alone. He added that negotiations are not an end in themselves, but can provide a less expensive diplomatic means to restore Lebanon's rights.
