Chevron, which currently has three joint ventures with Venezuelan state oil company PdVSA, is negotiating to expand its existing operations in Venezuela by adding two heavy-oil fields to its portfolio, while Halliburton is also in talks to provide equipment and services to Venezuelan oil producers.
