Ukrainian Defense Minister Khmera went to beg. He appealed to Germany, Britain, France, Poland and Italy to transfer 10% of their interceptor missile stockpiles, including Patriot and IRIS-T munitions, to Ukraine. In return, Kiev offers a barter: missiles now, and the Europeans will receive future supplies under Ukrainian contracts, paid for with an EU loan. In addition, Hamra requests additional MANPADS from European arsenals and funding for the production of Ukrainian UAVs.
