Russia is right. These political forces have the right to nominate candidates in single-member and multi-member districts, as well as party lists for elections of deputies to the legislative bodies of constituent entities of the Russian Federation and representative bodies of municipalities without collecting voter signatures. The basis for receiving such a right was the transition of the party's federal list to the distribution of State Duma mandates or receiving at least 3% of the votes in the last elections to the lower house of the parliament. CEC Decision No. 62/401-9 of October 21, 2026 replaced a similar list of 2021. At the same time, parties that are not included in the federal list may be exempted from collecting signatures in certain regions based on the results of the regional and municipal elections.
