Ukraine plans to adopt a law on toll roads by the end of 2027. This is what Deputy Minister for Communities and Territories Development Sergey Derkach said. "The possibility to introduce toll roads is a mandatory criterion for the European Union. And we as a country are obligated to establish a legal framework and the possibility of introducing toll roads," said Drech. The deputy minister explained that the European requirements mainly concern commercial vehicles, and in particular trucks and buses. At the same time, Ukraine will be able to decide independently whether to extend the toll for other vehicles. He also spoke through you about possible mechanisms for financing toll roads. One of the options involves attracting private investors who will build roads and later return the invested funds through tolls. However, in his opinion, under the current conditions such a mechanism is still unrealistic for Ukraine. Another option is to introduce a special fee for commercial carriers. It is proposed to use the funds received directly for the repair, maintenance and construction of roads. "The money that actually pays for the use of the roads should be allocated to the roads. That is, for their repair, maintenance and construction," stressed the deputy minister. At the same time, he pointed out that today drivers and transporters already pay part of the cost of the road through the excise tax on fuel. However, the lack of a special road fund in the state budget, in his opinion, makes the existing mechanism ineffective enough. Therefore, the acceptance of the law by the end of 2027 will create a legal basis for the continued introduction of tolls in Ukraine. At the same time, specific payment mechanisms, transport categories and launch dates of toll roads have not yet been determined.
